# What Cambodia SME Policy Means for Property Investors

Cambodia SME policy is being rewritten with public input. Why small business health sets Phnom Penh rental demand, tenant quality, and condo resale.

Cambodia's 2022 economic census counted 753,670 non-agricultural business entities, and 99.8 percent of them were micro, small, or medium enterprises. On July 19, the government opened a public consultation on a new package of support measures for that sector, with the Ministry of Economy and Finance leading preparation through the Economic Policy Committee. Cambodia SME policy is now being drafted with input solicited directly from the businesses it will govern. Most foreign property investors will file this under domestic economics. It belongs closer to the rent roll.

## The number behind the rent

Small and medium enterprises account for roughly 58 percent of Cambodia's GDP and a similar share of national employment. Depending on the measure used, their share of total job creation runs higher still. Those figures describe the income base that pays residential rent in Phnom Penh.

This is the part of the market that gets skipped. An investor evaluating a condominium studies the developer, the finish level, the service charge, the projected yield. All of it treats the building as the asset. The building is the collateral. The asset is a claim on somebody else's payroll.

Ten years ago that payroll was mostly foreign. Expatriate housing allowances set the rent in the central districts, and the tenant base was narrow enough to count. That composition has been shifting for most of the past decade. Cambodian professionals, returning graduates, and salaried staff at domestic firms now occupy a growing share of the mid-market rental stock. Their employers are, statistically, small and medium enterprises. A policy package aimed at those employers is a policy package aimed at the wage line that funds a foreign owner's yield.

Yield is not produced by the building. It is produced by the businesses that employ the tenant.

## Three channels that reach property

The connection runs through three specific mechanisms rather than a general sense of economic improvement.

The first is podium commercial space. Foreigners cannot own ground-floor units, which leads many buyers to ignore them entirely. That is a mistake in analysis. The occupancy and quality of a building's retail base determine whether the residential floors above it read as a serviced address or as an isolated tower. Podium tenants are almost exclusively small businesses. Measures that reduce their operating friction show up as leased shopfronts, and leased shopfronts show up in resale conversations.

The second is formalization. The census found that only a small fraction of micro enterprises were formally registered at the time of counting, and closing that gap has been an explicit government objective. Formalization matters to property for an unglamorous reason. A registered business generates documented payroll, and documented payroll generates tenants who can pass a landlord's income check and, eventually, a lender's. Rental markets deepen when tenant income becomes verifiable.

The third is import substitution. The stated priority behind this consultation is expanding domestic production to reduce reliance on imported goods. Light manufacturing and food processing do not locate in central Phnom Penh. They locate on peri-urban corridors with road access and cheaper land, and they bring workforce housing demand with them. Investors tracking the southern airport corridor and the northern districts already understand this pattern. The policy is simply naming the mechanism in advance.

## The credit rail being built underneath

The most useful number in this story is not from the announcement. The Credit Guarantee Corporation of Cambodia had supported 7,853 businesses with credit guarantees totaling 460.34 million dollars as of the end of November 2025, with the outstanding guaranteed amount rising from just over 111 million dollars in January to 179.03 million dollars in November of the same year. Under the individual guarantee scheme launched in July 2025, coverage extends to as much as 90 percent of loan principal.

Read that as institutional learning. A guarantee scheme exists because lenders cannot yet price small-business risk on cash flow alone and rely instead on hard collateral. Every guaranteed loan that performs adds a data point that makes the next loan underwritable without the guarantee. That is how a credit system teaches itself to lend against income rather than land.

Cambodian residential property still transacts largely on cash and developer payment plans. Mortgage depth is the single variable that would most change resale liquidity for foreign-held strata units, and mortgage depth is downstream of exactly the underwriting capability being built in the SME channel right now. Investors watching for a consumer credit announcement are watching the wrong window. The competence is being assembled one guaranteed working-capital loan at a time.

## How to read a consultation

There is a second signal in the process itself, separate from whatever measures result.

Capital allocated to frontier and emerging markets prices two things: return and surprise. Consultative policymaking, where the private sector is asked before rules are set, reduces the second variable. A market where firms are invited to describe their constraints before a package is finalized is a market where the resulting package is less likely to require abrupt correction later. Predictability is not exciting. It is, however, the input most institutional allocators weight above headline yield.

The practical instruction for a property investor is narrower. When the measures are published, read the sector list. Whichever activities receive financing access, tax treatment, or registration relief will grow payroll faster than the rest of the economy over the following several years. Payroll growth is where rental demand comes from, and the geography of that payroll tells you which districts absorb it. That is a more reliable forecasting input than any launch-day yield projection.

Sixteen years after Cambodia opened strata title to foreign buyers, the market's next repricing will not come from a new ownership rule. It will come from the depth of the domestic income that occupies the units.

Investors underwrite buildings and ignore employers, yet the employer is who actually pays the rent. The question worth answering before a purchase is not what the developer projects, but which businesses will be hiring within a fifteen-minute radius of the front door in five years.
