Can foreigners buy property in Cambodia?

Foreign nationals can own strata-title condominium units above the ground floor outright, capped at 70 percent of a building. Direct land ownership is reserved for Cambodian citizens; foreign buyers of landed property use long leases or Cambodian-majority landholding companies, each with distinct costs and protections.

What are the transaction costs when buying?

Budget roughly 4 percent transfer tax on the assessed value for hard-title transfers, plus legal fees and, for soft-title deals, local office fees. New developments sometimes absorb transfer costs during launch promotions; we confirm the all-in number before you commit.

What is the difference between hard title and soft title?

Hard title is registered at the national cadastral office and is the strongest form of ownership. Soft title is recognised at the district level, transfers faster and cheaper, but carries more risk. Strata title covers individual condo units and is the route most foreign buyers use.
